Workshops carried out with justice operators at the Escuela de Gestión Pública Plurinacional.
The Bolivian population associates torture with dictatorship. However, torture has been used similarly by authoritarian and democratic governments. In Bolivia, torture and other cruel, inhumane and degrading forms of treatment are used as methods of investigation to obtain information and to train new justice operators.
Torture prevails in Bolivia for multiple reasons. First, there are no scientific research methods to determine the guilt of a person. Second, there are no epidemiological investigations on torture in dictatorship and democracy. Third, human rights organizations and state entities do not have reliable databases nor studies of torture. All this contributes to the invisibility and banalization of torture, thus perpetuating impunity.
